Free covers one small tool, on us, so you can see the address, the sign-in and the record before anyone else needs to be involved. Team and Business are priced per user, in either cloud, with a discount for paying yearly.

"Static only" means a tool that does not keep data of its own: pages, forms and dashboards that show what you give them. There is still storage for the tool's files, just no database behind it yet. Move to Team once a tool needs to remember what people enter.
Team and Business cost the same per user whichever cloud you pick above; only who pays the underlying cloud bill changes, same as the FAQ describes. Annual billing is 20% cheaper than monthly on either plan.
